The unemployment rate declined in 21 states in April, compared with the month before, while 11 states had no rate change, according to federal data released Friday.
Still worst unemployment states are:
Michigan: 12.9%
Oregon: 12%
South Carolina: 11.5%
Rhode Island: 11.1%
California: 11%
